CARE International North-West Balkans, with the headquarters in Sarajevo, Bosnia and Herzegovina, is an equal opportunity employer and is seeking a qualified candidate to fill the position of PROJECT MANAGER for its “Support to National Action for Roma Inclusion” Project (IPA 2008), funded by the Delegation of the European Commission  in Bosnia and Herzegovina.

Project Summary – Based in CARE’s Sarajevo office and working with a local Roma NGO partner, the project seeks to foster social integration of the Roma national minority in BiH and ensure the rights under the ratified Conventions and adopted legislation on national level are fully exercised. Specific objective of the project is to establish an effective and inclusive mechanism for implementation and monitoring of the National Action Plans (NAP) in the fields of employment, housing and health through support, institutional strengthening and capacity building of both government and non-governmental actors.

PROJECT MANAGER :

The Position

The Project Manager will assume delegated responsibility for the management and coordination of this project. S/he will direct and coordinate activities of assigned project so as to further the attainment of their established goal and objective. S/he will supervise and coordinate project staff and local partner activities. S/he will be responsible for all management aspects relating to the project. S/he will take a lead role in selecting the project team, develop the project implementation plan together with the relevant stakeholders, develop and maintain documentation for short term experts, coordinate their activities and monitor their performance accordingly. S/he will ensure that all documentation being held by the local partners is transparent and filed accordingly. S/he will ensure that all procurement is being done in accordance with EC and CARE International rules and procedure. Project manager will be responsible to generate project reports. S/he will report to the Country Director.

Qualifications/Skills

University degree/diploma in one of the social science related fields and/or equivalent experience. Minimum 4 years of project management level experience; preferable experience in managing the EU funded projects, dealing with Roma minority issues in BiH and coordinated work with multiple stakeholders. Proven presentation and training skills. Excellent command of oral and written local and English language. Excellent computer skills. Clean and up to date drivers license. Personality and skills to work proactively and under tight deadlines and as part of a team. Salary and benefits package commensurate with experience.
