Sectoral planning documents (SPD) are working documents for the purposes of IPA II programming, which present the situation in a given sector and provide an analysis of the sector’s readiness to introduce a sectoral approach under IPA II (first part of the document), and provide an overview of measures and activities in the multi-year period covered by the document (second part of the document). The basis for the preparation of sectoral planning documents is the Indicative Strategic Document for IPA II for BiH (2014-2017).
The document is a condition and basis for programming and preparation of annual state IPA programs. Development of sectoral planning documents for IPA II sectors Competitiveness and Innovation: Local Development Strategies and Education, Employment and Social Policies, will enable the development of annual IPA 2016 and IPA 2017 packages that will include priorities in these areas, and will be used as a basis for IPA programming 2016 annual state program.
